asked the Minister of Fuel and Power to what extent his Department issues instructions to regional petroleum officers in regard to the manner in which applications for supplementary petrol are to be dealt with; and to what extent each divisional officer has absolute discretion in making allocations.

The governing principles on which the regional petroleum officers work are set out in the answers to the first five questions in a leaflet on petrol rationing for private motor cars and motor cycles, issued by my Department124W in January of this year, of which I am sending the hon. Member a copy. As he will see, the regional petroleum offices are instructed both as to the purposes for which allowances may be made and as to the maximum allowances which may be made for certain purposes.
