WilsonApplications are considered by the Board of Trade for the establishment of small quotas of paper for hook publishers to whom paper has not previously been licensed provided they are satisfied that the application is abona fide one. Among the tests at present applied is whether the applicants have been operating for a reasonable length of time, such as over the immediately preceding two years, with paper drawn from printers' stocks for the supply of which no licence is necessary and can therefore claim to have experience as publishers.
