§ Mr. MayhewThis has not been our policy in the British zone, but no steps have been taken to raise the earnings limit in this zone alone, since any alteration of the existing system should apply over as wide an area as possible and be agreed by the Germans themselves. Responsibility for social insurance is now being transferred to the German Bizonal Council, which will be free either to amend the existing laws or to introduce an entirely new system in the combined zones.
