My views remain as stated in paragraphs 14 and 15 of my despatch of 16th August last contained in Sierra Leone Sessional Paper, No. 5 of 1947, a copy of which was placed in the Library of the House. While I recognise the strength of the local sentiment mentioned in the Question, I cannot contemplate the offer of assistance from Colonial Development and Welfare funds to provide a third University College in West Africa.
