25. Mr. Sorensen

asked the Secretary of State for the Colonies what policy is being pursued in respect of the Uganda Agreement of 1900; and whether he has considered representations to the effect that direct rule is being substituted for indirect rule in Uganda.

Mr. Creech Jones

It is the policy of His Majesty's Government to continue their relationship with the Government of Buganda on the basis of the Agreement which has governed those relations since 1900. I have considered representations to the effect mentioned in the second part of the Question, but have been unable to find any evidence to support them. Indeed the whole policy of the Protectorate Government is directed to an increasing degree of devolution of responsibility to the Buganda Government and other local Government bodies.
