HC Deb 13 November 1947 vol 444 c104W
98. Mr. Bartlett

asked the Minister of Health whether he is aware of the claim of the Borough Council of Walthamstow on 15th October that a person wishing to repair his own house must first apply for a building licence, since the value of his own work, added to the value of the materials used, might raise the cost of the repair above the statutory £10 limit; and whether he will issue a circular to stop such discouragement of individual initiative.

Mr. Bevan

I would refer the hon. Member to paragraph (2) of Circular 8/47 issued on 20th January, 1947, of which I am sending him a copy.
