§ Mr. BarnesIn December, 1944, the Society of Motor Manufacturers and Traders and the National Road Transport Federation recommended that the speed limit for a "heavy motor car" should 119W be raised from 20 m.p.h. to 30 m.p.h. whether or not it draws a trailer provided that pneumatic tyres are fitted throughout. Where soft or elastic tyres other than pneumatic are fitted, they recommended that where the limit is 12 m.p.h. it should be raised to 20 m.p.h.
