§ Mr. Gallacherasked the Secretary of State for Scotland the total amount of rates lost by way of derating since the operation of the derating provisions of the Local Government (Scotland) Act, 1929; the amount of the element of the block grant in lieu of such rates; and the actual gain or loss to local authorities.
§ Mr. WestwoodIt was estimated that, on the basis of the expenditure and valuation for 1928–29, the loss of rates resulting from the derating provisions of the Local Government (Scotland) Act, 1929, was £3,341,403, and this sum formed part of the block grant of £6,128,844 payable in the fixed grant period 1930 to 1933. The block grant payable in subsequent fixed grant periods has been increased, by reference to the expenditure of local authorities, to its present figure of £8,339,500; but there has been no fresh estimate of de-rating losses.
