asked the Secretary of State for War what factors, other than the arrival of replacements and the availability of shipping space, have to be taken into account by overseas commands in determining the date on which release and service groups are to be dispatched to this country for release.

Apart from the factor mentioned, an adequate period must be allowed for reinforcements to take over new duties, and transport arrangements within a command must also be taken into account. The programme for releases within a command has to provide for as smooth a process of release as possible.
