asked the Minister of Education if she will institute a fund or an insurance scheme out of which compensation could be paid in the comparatively rare cases where serious injury arises in school games.

Mr. Hardman:

The responsibility for the day to day administration of schools, including their games, rests with the local education authorities and other bodies who conduct them. If an accident arises owing to the negligence of those bodies or their servants, the pupils can recover compensation and the risk is normally covered by insurance. My right hon. Friend does not think that her intervention in the manner suggested is necessary in the case of such risks, and she has no evidence that it is desirable in the case of other risks.
