asked the Secretary of State for War if he will give an assurance that promotion for officers in the India Command is not retarded for those officers who have now a limited time to serve.

There are no instructions or regulations on the subject of retarding promotion for British service officers who have only a limited time to serve. But during the emergency an officer's rank depends upon the appointment he holds, and the time that he is likely to be able to hold an appointment must be one factor in assessing his value in that post. Moreover, at a time like the present, continuity in officers' posts is most necessary.
