Friend has made arrangements for repatriated civilian prisoners of war who are suffering from malnutrition to be allowed extra milk but I am sorry we cannot undertake to make milk available at a reduced price for those who are in a destitute condition. There are sources from which people in this plight can obtain financial and other assistance to enable them to get the nourishment that they need.
