§ Mr. T. Reidasked the Secretary of State for Foreign Affairs why U.N.R.R.A. did not itself distribute its supplies in all the Balkan countries instead of transferring them to some of the governments concerned for distribution.
§ Mr. BevinIn general, the responsibility for the distribution, within an area, of relief and rehabilitation supplies should be borne by the Government or recognised national authority which exercises administrative authority in the area. The administration of U.N.R.R.A. are, of course, bound by this decision.
