asked the President of the Board of Trade if he is aware that although Middlesbrough has been included in the North-East Development Area, his Department are making the erection of factories conditional upon the factories being erected on the North side of the Tees; and on what grounds this change of policy has been authorised.

As soon as the Distribution of Industry Bill becomes law, the Board of Trade will have power to erect factories in the whole Development Area, as scheduled in the Bill, including the South bank of the Tees. Building licences are already being issued for schemes in the portion of the Development Area South of the Tees.
