asked the Minister of Works on what grounds assistant electrical wiremen employed by his department are barred from qualifying for employment as full craftsmen.

As I informed the hon. Member on the 22nd October last, the Departmental Joint Industrial Council has been unable to formulate a satisfactory scheme to enable Assistant Electrical Wiremen to qualify for employment as full craftsmen in my Ministry. The problem is a complicated one; the difficulties include such matters as seniority in relation to discharge and certain trade union rules with regard to the qualifications for full membership of the union. I am, however, arranging for the matter to be re-examined by the council.
