§ Mr. E. BevinI sympathise with my hon. Friend's suggestion, but as only persons of secondary school standard will be interested in the Further Education and Training Scheme and all Welshmen of that standard of education are familiar with English, I do not feel, especially in view of the present scarcity of paper, that a Welsh edition of the pamphlet would be justified.
