asked the Minister of Health his reasons for approving the appointment by the Barnard Castle Rural District Council of a temporary sanitary inspector who does not hold the required certificate under the sanitary officers' regulations; and whether, in view of the difficulty in obtaining qualified sanitary inspectors, he will consider securing the release of those officers engaged on Civil Defence duties as a preferable alternative to the employment of unqualified men?
