asked the Minister of Labour whether the leaflet "Further Education and Training Scheme" has now been issued to the public through the Stationery Office; why it appeared in the Press several days before it was available to Members; and whether steps will be taken to ensure that the. House is informed on these matters at least simultaneously with the newspapers?

This leaflet was issued on 29th April for distribution by my Department to persons specially interested in the matters with which it deals. Its substance had already been made known to the House in a lengthy reply which I gave on 25th March and my hon. Friend is therefore mistaken in supposing that the newspapers had prior information. I am placing copies of the leaflet in the Library.
