§ Sir A. DuncanI have made inquiries into the instance of which the hon. Member has given me particulars. Small quantities of iron railings, well within the limits of the quantity of iron or steel which may be bought without licence, were purchased for the manufacture of horse shoes. The purchases were made neither by nor from an iron and steel scrap merchant. There is no evidence that the material in question had formed part of railings requisitioned by the Ministry of Works.
