asked His Majesty's Government whether they will consider publishing in a White Paper the communications which passed between the Governments of the United Kingdom and of the Dominions in relation to the events of 1938 and 1939 which led up to the outbreak of war.


The established practice Which has been followed for many years is not to publish the terms of communications which pass between the Governments of the British Commonwealth regarding foreign policy. The Government do not see any good ground for departing from this practice in the case of the communications to which the noble Lord refers.
