Colonel Treffry has made two applications for a permit in respect of a rowing boat, both of which, if granted, would involve the use of the vessel in the open sea. As the hon. and gallant Member is aware, security considerations prevent the grant of permits to vessels to operate in the open sea purely for private pleasure purposes.
