asked the First Lord of the Admiralty whether it is proposed to make any relaxations in regulations in force with regard to persons in boats keeping within the two-mile limit?

No two-mile limit is laid down in Navigation Orders but all vessels must comply with any directions issued by a local naval authority regarding the areas in his command in which navigation is allowed. The Admiralty have at present no intention of over-riding the discretion vested in local naval authorities to decide the limits in which they consider navigation may be permitted.
