asked the First Lord of the Admiralty the rates of pay for subalterns in the Royal Marines and why there is a lower rate for subalterns under 20 years of age?

The rates of pay for temporary subalterns in the Royal Marines commissioned on or after the 1st December, 1942, are as follow:—

Second Lieutenant under 20–6s. 10d. a day.

Second Lieutenant over 20–9s. a day.

Probationary Lieutenant—11s. a day.

Confirmed Lieutenant—13s. a day.

The rate of 6s. 10d. a day is the original pre-war rate of pay for Second Lieutenant, Royal Marines. This was increased to 9s. a day for those over 20 years of age to bring the pay-for-age rules of the Royal Marines and Royal Navy as far as possible into line.
