As regards air mails to the troops in India a considerable improvement has already been effected by the introduction of airgraphs with transmission all the way by air and of 3d. postcards which also in general are conveyed by air throughout. The possibility of effecting further improvement in air communication with the troops is being closely examined in collaboration with the Departments concerned. All possible steps are already taken in collaboration with the Service Departments and the Ministry of War Transport to take advantage of all available opportunities for the despatch of surface mails; and so far as these mails are concerned I am afraid I can hold out no prospect of any improvement in the time of transmission.
