§ Mr. H. MorrisonThe Civil Defence greatcoat is based on an Army pattern for other ranks with one or two slight modifications made to economise material. I am satisfied that the conditions of duty and exposure under which Civil Defence Services work require a coat of this length and type, and am doubtful whether there is any room for further economies. I am, however, looking into the matter.
