asked the Minister of Supply how often and on what principle he has exercised his discretion under the Defence Regulations for the making or publishing of any newspaper, magazine, or periodical that was not printed, made and published in the United Kingdom before the 16th August, 1940?

This discretion has been exercised in respect of 61 publications, most of them periodicals for Allied nationals in this country. The criterion has been whether the new publication meets some special need arising from war conditions.
