§ Sir P. Harrisasked the Parliamentary Secretary to the Ministry of War Transport whether, in view of the alarming number of road accidents in rural areas, he will consider bringing inside the speed limit all villages including those now excluded as not coming within the definition 1179W of built-up areas because of the absence of street lamps?
§ Mr. Noel-BakerI am afraid there would be great practical difficulties in making and enforcing a general Order of the kind which the hon. Baronet suggests. I am glad to tell him, however, that the speed limit has been applied by Orders under the Road Traffic Act, 1934, to many miles of roads without lamps, including the roads through many villages. I am prepared to consider any application for further restriction which the authorities who are conversant with local conditions may make. If the hon. Baronet has any special cases in mind in which he thinks that such application should be made, I will be glad to make inquiries.
