asked the Secretary of State for War whether he will consider the establishment of an inspector-general of man-power in the Army for the survey and examination of all units, depots and formations, the recommending of any merger thought necessary, and the better utilisation, transfer and saving of manpower, skilled and unskilled, where deemed expedient?

I am not convinced of the advantages to be derived from my hon. and gallant Friend's proposal. All these matters are kept under constant examination by the Adjutant-General, who is the member of the Army Council specially charged with problems of Army manpower and its utilisation to best advantage. Where necessary, establishments have been specially reviewed by committees appointed for the purpose, and senior officers have been appointed to each command headquarters for the specific purpose of examining and advising upon the questions raised by my hon. and gallant Friend.
