asked His Majesty's Government whether their attention has been called to a recent speech in the United States by Mr. Sumner Welles and whether in view of the fact that it has only been possible for the Press to publish an abbreviated version of it they will lay on the table of the House a full report of the speech and circulate it as a White Paper.

I am grateful for the noble Viscount's suggestion and my right honourable friend the Foreign Secretary is arranging that, as soon as the text of Mr. Sumner Welles' speech becomes available, copies of it shall be placed in the Libraries of both Houses of Parliament.
