§ Miss HorsbrughThe recent circular to local authorities to which my hon. Friend refers related to the keeping of pigs and poultry on municipal housing estates, and was issued for the guidance of the authorities and did not call for a reply. A number of local authorities have, however, themselves informed my right hon. Friend that they have modified their rules in order further to facilitate the keeping of pigs and poultry on their estates. As my hon. Friend is aware, the management of these estates is expressly vested by statute in local authorities.
