Public air-raid shelters are, I understand, generally kept open to access night and day; but, as the hon. and gallant Member will appreciate, there are areas with a large day-time population and corresponding shelter requirements which are almost deserted by night and it would therefore be unwise to attempt to prescribe any universal practice in this matter.
