asked the Secretary of State for War whether any decision has yet been reached in the case of the encroachment holders at Bulford Camp; and whether they are to be refused permission to renew their leases in order to give the Navy, Army and Air Force institutes monopoly of trade in Army stations?

While there is no intention of giving a monopoly to the Navy, Army and Air Force institutes, it is proposed at Bulford, as elsewhere, to set a limit upon the number of shops of any particular trade. Subject to this, it has been decided that tenants, whose temporary buildings it is necessary to displace in the reconstruction of Bulford Camp, shall be allowed to re-establish their businesses on War Department land, provided that they can furnish evidence of financial stability and will build shops in permanent construction in the area which will be allotted for the purpose.
