§ Mr. ColvilleThe National Joint Council, representative of teachers and education authorities, has recently been set up to consider and to give opinions or make recommendations on all questions capable of general regulation in regard to salaries of teachers in Scotland or matters appertaining thereto, and I shall be ready to give careful consideration to any recommendations concerning the salaries of non-graduate or other teachers which that Council may desire to place before me.
