asked the Secretary of State for the Colonies when he anticipates the Report of the Royal Commission on the West Indies will be available; and whether it will be possible for such recommendations as it may make for the development of the West Indian sugar industry to be available to the Government in time to enable consideration to be given to any action which may be necessary in connection with the Budget or the subsequent Finance Bill?

I understand that the earliest date at which the Report of the Commission might be available is in three or four months' time. The answer to the second part of the question is therefore in the negative.
