§ Mr. BurginI propose in the spring to hold a local inquiry into the route of a comprehensive by-pass to St. Albans, Redbourne and Luton; the route for a by-pass to Markyate has been settled and the preparation of the necessary plans is proceeding; proposals for a by-pass to Dunstable are still in preliminary stages.
