HC Deb 09 December 1937 vol 330 cc599-600W
Mr. Petherick

asked the Secretary of State for Foreign Affairs the conditions laid down by his Department in granting passports to British subjects to visit Spain in order to ensure that there shall be no breach of the Non-intervention Agreement?

Viscount Cranborne

Officials of His Majesty's Government authorised to issue passports have instructions to satisfy themselves as far as possible, before granting endorsements for Spain, that applicants are proceeding to Spain for urgent business reasons or for other special and approved purposes and that they have no intention of enlisting with the Spanish forces. In addition, before receiving endorsements, applicants are required to sign the following undertakingI undertake that nothing will take place in the course of my visit that could be considered as implying any intervention by me on behalf of either side in the present dispute in Spain.
