asked the Secretary of State for the Colonies whether he has considered the memorial prepared in Ceylon by a committee, including a former Supreme Court judge, a former Solicitor-General, the president of the European Association, the leader of the Bar, and two former Ministers, asking for the appointment of a Royal Commission to inquire into the working of the constitution of Ceylon; and whether he has any statement to make?

While I have seen references to this memorial in the Press, it has not yet reached me; and I am not yet in a position to make any statement on the subject.
