§ Viscount CranborneThere are some 250 Abyssinian refugees in the Sudan. This number does not take account of normal trans-frontier movements by cognate negroid tribes common to both sides, which do not constitute in any sense a refugee problem. I cannot accept without reserve my hon. Freind's contention that there is ample territory available near the Sudanese-Abyssinian frontier suitable for the settlement of the refugees. In2270W general the low-lying country of the Sudan is climatically unsuited to refugees from the highlands of Abyssinia.
