74. Mr. Meadowcroftasked the Secretary of State for the Environment if he will give permission for improvement grants to be made available by Leeds city council to owners of Caspon type houses purchased from the local authority and which are now found to be in need of substantial renovation.
Sir George YoungNo. I do not consider that a special direction by the Secretary of State under the provisions of section 56(4) of the Housing Act 1974 would be justified in respect of these houses. Nor can repairs grants be made under the provisions governing those grants.
