Mr. Dubs

asked the Secretary of State for the Environment (1) from the rent registrations notified by rent officers to his Department, what was the average previous rent, including service charges and excluding rates, for furnished and unfurnished accommodation, respectively, where the landlord was (a) a registered housing association, (b) a non-registered housing association, (c) a company, (d) an individual and (e) other, for Greater London and the rest of England, for each of the years from 1966 to 1982 respectively, for unfurnished tenancies, and from 1974 to 1982 for furnished tenancies;

(2) what were the average amounts of rent, including service charges and excluding rates, as current determinations of rent notified by rent officers to his Department, for tenancies where the landlord was (a) a registered housing association, (b) a non-registered housing association, (c) a company, (d) a private individual and (e) other, for England, Greater London and the rest of England, respectively, for each of the years 1966 to 1982;

(3) from the rent registrations notified by rent officers to his Department, what were the average amounts attributed by rent offices to (a) services, in the case of unfurnished tenancies, (b) services, in the case of furnished tenancies and (c) furniture, in the case of furnished tenancies, where the landlord was a registered housing association, a non-registered housing association, a company, an individual or any other, for England, Greater London and the rest of England, rspectively, for each of the years 1966 to 1982;

(4) from the rent registrations notified by rent officers to his Department, what were the average rents proposed by the applicant where the landlord was (a) a registered housing association, (b) a non-registered housing association, (c) a company, (d) a private individual and (e) other for England, Greater London and the rest of England, respectively, for each of the years 1966 to 1982;

(5) from the rent registrations notified by rent officers to his Department, what were the average rents determined for unfurnished, and furnished tenancies where the landlord was (a) a registered housing association, (b) a non-registered housing association, (c) a company, (d) a private individual and (e) other, by rateable value band for England, Greater London and the rest of England, respectively, for each of the years 1966 to 1982;

(6) how many and what proportion of rent registrations notified by rent officers to his Department involved (a) any improvements, (b) any other material changes (affecting the level of rent) to the condition of the dwelling and (c) any material changes (affecting the level of rent) to the terms of tenancy, where the landlord was (i) a registered housing association, (ii) a non-registered housing association, (iii) a company, (iv) a private individual and (v) other, for England, Greater London and the rest of England, respectively, for each of the years 1966 to 1982.

This detailed classification of landlords has been reported since January 1981, but I regret that these analyses could be provided only at disproportionate cost.

Simpler analyses of previous rents and determinations of rents, including breakdowns by gross or net rateable value, have been published by my Department in various issues of "Housing Statistics" in 1970 and 1971 and, subsequently, of "Housing and Construction Statistics". Copies are available in the Library.
