asked His Majesty's Government why a circular, Form L.V. (B), headed Land Value Tax, Finance Act, 1931, has been issued by the Inland Revenue to solicitors, the Government having announced last November that they had suspended the land valuation under the Finance Act, 1931. Does the issue of this form mean that the National Government do not mean to repeal the new Land Tax imposed by the Labour Government by the Finance Act, 1931, under which this circular is issued?


The form to which Lord Strachie refers is not a circular issued by the Inland Revenue to solicitors, but is one of three alternative forms which are available for the use of persons whose statutory obligation it is under Section 28 of the Finance Act, 1931, to produce to the Commissioners of Inland Revenue instruments effecting the transfer of land. Compliance with the requirements of that section in no way affects the intention of the Government,, as announced by the Chancellor of the Exchequer in another place, to suspend the valuation prescribed by Part III of the Finance Act, 1931.
