§ Mr. W. GRAHAMI have from time to time received complaints with regard to the Customs duties levied in foreign countries on cycles and motor-cycles, especially the latter. There can, I think, be no doubt that the volume of trade is reduced by these tariff obstacles, but I am afraid that it is not possible to give an estimate of the reduction in the exports which is attributable to this cause.
