asked the Secretary of State for Scotland whether he has now completed his investigations into the possibility of instituting a scheme of insurance of fishing gear; and, if so, what is the result?

The answer to the first part of the question is in the affirmative. The matter has been very fully investigated at my instance by the Fishery Board for Scotland, who have obtained expert insurance opinion and have ascertained the views of a large number of practical men in the fishing industry, with the result that I have reached the conclusion that it is impracticable to formulate a satisfactory scheme for the insurance of fishing gear.
