asked the Financial Secretary to the Treasury if he will renew the assurance given by his predecessor that the appointment of new entrants to the clerical classes of the Civil Service from open competitions shall not be allowed to prejudice the promotion prospects of P Class clerks; and if he will also give an assurance that the entry into these classes of such new entrants will not at any time in the future result in the discharge of efficient ex-Service temporary clerks?

As the right hon. and learned Gentleman is no doubt aware, the position of ex-service Civil Servants in unestablished employment is one of the subjects to which the particular attention of the Royal Commission on the Civil Service is directed by their terms of reference. Pending the recommendations of the Commission I am, however, prepared to renew the assurance that the appointment of new entrants to the clerical classes of the Civil Service from open competitions will not be allowed in any way to prejudice the promotion prospects of P Class Clerks, or to result in the discharge from the Government service of any efficient ex-service temporary clerk in order to make room for a successful candidate from such examinations.
