Mr. SNOWDENThe best estimates of the export of capital are those derived from the annual calculations of the balance of trade made by the Board of Trade, particulars of which are being given by the President of the Board of Trade in answer to another question. The excess of exports, visible and in visible, over imports may be assumed to be the net amount applied to the increase of external investment.
