asked the Secretary of State for Foreign Affairs whether he is prepared to publish a memorandum explaining precisely what change has been made in the rights and obligations of the United Kingdom by our adherence with reservations to the optional clause?

As my hon. Friend said in reply to the right hon. Gentleman the Member for South Croydon (Sir W. Mitchell-Thomson) on 31st October, a Debate on the whole subject will arise in due course when the Government invites the House to approve the signature of the Optional Clause. Meanwhile, however, I will consider the hon. Member's suggestion regarding the publication of a memorandum.
