§ Mr. W. R. SMITHThe outward balance of the movement of passengers of British nationality from United Kingdom ports is the only measure of emigration available for both series of years. The balance outward of passengers of British nationality from the United Kingdom to places outside Europe during the ten years 1904–13 was 1,932,831, and during the ten years 1919–28 was 1,094,181. The latter figure is exclusive of the balance outward of 89,472 passengers from ports in Southern Ireland between 1st April, 1923, and 31st December, 1928.
