asked the Minister of Health what will be the loss or gain to the City of Bradford during the first five years under the Derating Bill; what will be the loss when the derating scheme is in full operation; and what action does the Minister propose to take to safeguard the City of Bradford from any loss under the Bill?

During the first five years of the scheme, the City of Bradford will gain the equivalent of 1s. per head of population as compared with the standard year. As regards future quinquennial periods, I would refer the hon. Member to Clause 78 (2) of the Local Government Bill and to paragraph 38 on page XV of the Financial Memorandum attached to the Bill from which it will be seen that every county borough is guaranteed such a minimum grant as on the calculation of the standard year will in any quinquennial period secure it against loss by reason of the scheme.
