Commander BELLAIRS

asked the First Lord of the Admiralty in view of the interests of economy and the need of training naval ratings in maintaining their ships in war, whether he will instruct commanders-in-chief of the various fleets to endeavour to keep their ships and material as far as possible out of dockyard hands; and whether he will further invite and reward suggestions for economies in this respect?
