Mr. CHAMBERLAINThe collection of rates by instalments is within the discretion of local authorities and I have no information as to the number who do so. Assent has been given to the collection of rates by means of stamps by the authorities of the following boroughs and urban districts — Barrow-in-Furness, Bootle, Darlington, Grimsby; Folkestone, Pembroke, Port Talbot, Cleethorpes, Walton-le-Dale and Biddulph.
